why not using lead pellets directly instead of weighting the water?

The lead you have on hand (or that you have available to purchase) may not be in pellets. Especially if you’re doing lots of lead-casting, then your lead is probably ingot stock or trimmings from other projects. (And who knows what format it comes in from the hardware store.) Water is readily available and easy to measure regardless of your exact lead situation.
