Silicone oil can definitely migrate into the brain, but maybe not from lip enhancement. One treatment for a retinal detachment is to inject silicone into the eye to push the retina back into place so it can reattach to the back of the eye during healing. There are a lot of journal articles about migration of the oil into other tissues of the eye, head, and brain.
There are other materials used for lip augmentation, but I don’t know what problems result. Early breast augmentation used silicone oil injections, with a lot of complications. Now elastic silicone bags filled with silicone oil are used.
