No, it’s only an exercise of power if it’s hurting people, and they can’t do anything about it. If it’s hurting people you hate, so much the better, but it doesn’t matter. Real power, raw unleashed power, is about being able to do whatever you want to whoever you want, and they can’t stop you.
He’s doing it because we hate it, and he because he can.
Also, he’s spent his entire life trying to be accepted, while all decent people recognized him as the turd he is. Now that he’s in power, he’s going to make everyone who ever slighted him pay, no matter how small or petty the slight.
