I think the word cuck in the title is the clue. The author, who perhaps fantasizes being the cop in the comic, is saying liberals are entitled cucks too lazy to do more than dream about being the good guy and that minorities are happy being the victims. Really shitty take.

Yeah, that makes sense. I think I was thrown by the truth that some white liberals do indeed do little more than fantasize about being heroes of the resistance, and loved by those they aren’t brave enough to actually help in some concrete way.
