Mississippi River. What’s that on the other bank?
It’s an outlet for controlled runoff of rainwater. IIRC the two circles were there as part of the construction. Someone has added “teeth” to the gaping maw, in the form of pennants suspended from a rope.

I parked next to this superb example of automotive engineering this evening. The Suzuki Samurai, aka Death By Rollover. It had the structural integrity, comfort, and aerodynamics of a cardboard box. The engine would self destruct around 75000 miles. No a/c. I owned one in the early 1990s when I lived in South Florida for a few years because reasons. I LOVED that piece of shit. Take the top off and drive to the Keys—heaven! And tonight I see this well-loved beauty the exact exterior as mine, even the white rims
