ATV’s were definitely a thing in Philly till the City cracked down on them a year or two ago.

Teens tearing around in groups dangerously, not licensed, not approved for on road use, no insurance etc.

Of course in my day we made motorbikes out of old stingrays and lawnmower motors.

Yeah, groups of young people take over the streets occasionally, doing donuts, wheelies, etc. We see it walking home from Nats games in the district late at night. It usually doesn’t last more than 5 minutes in any given spot before they blast off to somewhere else. The Metropolitan Police cannot respond quickly enough to stop it and the bikes get away for the most part.

Is it a crime? Not really, it’s a slight annoyance to traffic. Is it safe? Definitely not. Helmets are a rarity. Those riders aren’t really concerned with pedestrians and cars. They are expecting everyone to get out of their way. Not the way you should ride a motorcycle.

The police used to auction the seized bikes off but soon realized they’d be back on the street that night. Now they make a big deal about crushing them with a steamroller.
