I think they mean soldiers like General Custer. And I think they mean “in english [sic], as opposed to Cherokee, Choctaw, Lakota, Navajo, O’odham, Shoshone, …”
And never mind that the Germans who did lose WW2 still speak German.
That’s the first interpretation I’ve seen that actually makes sense. Not remotely what the slogan author was aiming for, I’m guessing. But the only one that fits the facts.
