That is incorrect. I hear this repeated every time pardons come up. You do not have to admit guilt to receive a pardon. Hell, you don’t even have to have been charged with a crime yet. We just saw this with the preemptive pardons of Fauci, Liz Cheney, etc. Also, accepting a pardon is not an admission of guilt. There’s even Supreme Court dicta on this. Basically, they acknowledged that there are a number of reasons why one might accept a pardon even if they maintained they never committed a crime.
ETA: They also acknowledged there are reasons why someone might not want to accept a pardon, including avoiding the appearance of having admitted guilt, even though, legally, accepting a pardon is not an admission of guilt.
