From the prison industrial complex, they make sense.
With a land based penitentiary, if the local rulers suddenly decide we shouldn’t incarcerate people so easily (it’s a stretch, I know) you’re stuck.
Build it on a boat and you just need to put out for friendly waters.
Or tow it into international waters and “lose” it if things become bad enough.
