I think that buries the lede. The stupid reporting app is almost unimportant – the only good thing about the whole stupid caucus system is there is an extremely verifiable paper trail, and it will get straightened out.
The structurally fucked-up part is that popular votes of 111, 82 and 47 are all considered equal in terms of delegate counts…
(edit: apparently there was another realignment that was not quite as blatantly unbalanced-looking as this which resulted in the 2/2/2 delegates, but it basically brought Buttigeg up closer to Warren without breaking the obvious lead Sanders had. Still a ridiculous compounding of rounding error.)
