Whiteness in application was (and remains) a labor market scam. However Japan implemented race policy it was always going to be in service of employers.

Absolutely, but that book also shows how they were attempting to position themselves as an alternative force to European imperialism and as leaders of the non-white world.
That’s true, I’d argue.
They had a pretty strong centralized state, though.

I guess I was going more for a comment on the atomization of the labor market generally, which is a main feature of authoritarianism.
