This is extremely accurate if the first part is what happened and the second is the proposed change that never happens because the GOP still gets in office blaming the immigrants for breathing up all that good air and then deregulate the composition of the private air so that air becomes a luxury good. Then the Democrats run their platform on how unrealistic clean air regulation would hurt the economy but there is a middle ground.
