Doesn’t vinegar work for pepper spray? Just don’t put it directly in your eyes. Soak your kerchief with it.

General rule: would you want this near your eyes if you hadn’t been pepper sprayed?
It’s mostly about physically displacing the irritants, not chemically neutralising them. Water is best in almost all circumstances, and the exceptions involve professionally-trained medics using sterile medical supplies.
