In Carnegieās case, at least, ~90% is hardly a small amount. There is plenty of criticism to be leveled at the fact that he was able to accumulate that much wealth in the first place, and then was allowed to choose how and where his was was redistributed. A more equitable system would collect from the wealthy over time and then distribute those funds fairly among the those that society determines are the most in need, with accountability for those administering the funds.
Even with the modern incarnations of the truly wealthy, their charitable giving is often limited either to charitable foundations they set up or those set up by other truly wealthy individuals. These organizations are often set up to either exploit legal loopholes around inheritance or taxes, or serve to favor their own pet causes.
Musk, of course, doesnāt seem to be interested in even playing that game.
