I am no trade law expert, but I believe putting penalties on a specific company would be a sanction, and would elicit some messy litigation.

So if you were in Canada and wanted to target TESLA EVs there isnt a good way to do it. In the US you could target specifically HTSUS Code 8703.80.00.60 for new passenger EVs with a range over 250 miles. For Canada they would use code 8703.80 which is much broader and would target all EVs, not just TESLA.
