I mean, Merriam-Webster may no longer be a reliable authority, but I have seen elsewhere the second definition here:

I learned it as an acronym is pronounced as a word (NASA, RADAR, SCUBA), but an initialism is pronounced as only the letters (FBI, ATM, TIL).

I suspect Merriam-Webster are taking a descriptivist view for their second definition by acknowledging that many people use acronym to mean both, much like regardless/irregardless.
Language is meant to be useful to anyone and everyone, complaining about how people are actually using it is missing the entire point of how culture develops.
