There’s a common comment about strips like this one that they suffer from proximity to what could actually occur. And this one (always excellent by Dan Perkins aka ‘Tom Tomorrow’ nonetheless) could be exactly as it happens and we’d all shrug. Particularly the final panel @#$!

The name of handmaids in “The Handmaid’s Tale” refers to their ownership by a man, so June is not June but rather Offred (of Fred).
This will make much more sense if you read the book or watch the TV show. Which, really, you should be doing anyway, to understand a lot of what’s happening in the U.S.
