I think it’s satirizing pretty much any corporate news outlet aside from Fox (though ANN does echo CNN). No matter how completely fascist the regime’s actions get, the talking coiffed heads will keep acting and talking like nothing’s especially wrong.

Okay, pedantry acknowledged.
The cartoon nonetheless works for me as an example of satire because it also contains the common element of exaggeration, e.g., none of the coiffed airheads on CNN actually use terms like deranged and incomprehensibly demented to describe Tramp and his minions.

The cartoon reminds me of the brilliant take on LBJ showing reporters his gall bladder operation scar, with Levine leveraging it to show a scar shaped like Vietnam.

And also, Tramp won’t release the Epstein files because they prove he’s a pedo.
