Hmm. I really hate to say this, but my reaction to that comment was the thought that IF (big IF) there is a civil war of any kind - i.e. armed resistance to Trump and co’s fascist project - this is perhaps one of the more likely places for a spark to set it off.

I think he just has no grasp on how the government works and doesn’t really care anyway. His, “thank you for your attention in this matter” is a plea to his staff/cabinet/flunkies to make it happen. Since he chose all the “best people” it seldom does.
