I think these two points are complementary. Trump’s mafia-style tactics aren’t likely based on any real organized crime, but rather based on perceptions filtered through TV and movies. In other words, he’s pretending to be a mafia boss. That he is successful at all in his criminality has more to do with the power and influence he’s managed to accumulate, rather than the authenticity of his methods.

Give him to the Smurfs, they’ll know what to do.

That’s not the standard in any anti-corruption/bribery legislation I’m aware of. The Sunshine Act/Safe Harbor makes it a felony to fail to report incidental expenditures like coffee or note pads that exceed $10 per ā€œgiftā€ or $100 per YEAR in aggregate. The FCPA makes it illegal to fail to report someone else who violates the Act.

Basically, Eric Lipton is a dipshit who is making things up as he goes along.
