He sees a way to hurt California, and if some red states get hurt in the process, he’ll just blame California. The issue, as I see it, is that most blue states are much more fiscally OK than most red states and more willing to actually help their citizens. Of course, when they do, he will accuse them of being “socialist” and try to cut funding to them again.

I think the intended metaphor is very flawed.
The US as a country is not ‘a victim’ held captive by a psychopath.
It consciously enabled/facilitated the current psycho in charge, and it actively victimizes the vast majority of its citizens and much of the rest of the world at large.
