And good reminder about a laser pointer! That is one toy we don’t have, and I will pick one up today. We have hardly any carpeting, so toys like that cause a lot of scrabbling, but better that than a too wild kitty.
I always recommend the original Cat Dancer toy. I have yet to meet a cat who didn’t respond to it. It is simple but truly effective. And it’s pretty inexpensive. (Maybe you have one already…)
It’s a length of spring steel wire with bits of twisted cardboard on each end. The original model does need to be manipulated by a human, but your hands are well away from the cat. You could read a book or something while you’re manipulating the toy for the cat. You hold one end and make small motions, and the other end makes random sweeping or jumping motions that attract the cat and really get the cat moving.
They do have a “deluxe” model that comes with a wall bracket, and a model that comes with a clip and a shorter wire but I’ve never actually seen or used those models.
He sounds like a good candidate for a cat wheel, but that’s kind of a big investment for a random foster. Unless you can find a used one on the cheap.
I’ll second the laser pointer and Cat Dancer. We even have a robotic laser pointer. And keep spare Dancers.

His name is Tariq. He lives on the streets because the other cats of the house just envy his aplomb. Serious, it was what people on the street told me. He his such a good cat.
