Yekaterina II had deported the Ukrainian Zaporog Cossacks from the lower Dnipro to the Kavkaz, leaving the Kuban area with a large Ukrainian minority if not a plurality.
Ukrainian irridentists claimed a lot east of the generally-accepted borders, although I don’t think they claimed a land corridor to Green Ukraine in the Far East.

I was thinking — this decision might be tied to Tuesday’s election results. Had there been the forecasted “red wave” they might have stayed, anticipation a more favorable attitude in Washington.
