It isn’t even a threat to withhold funding if Israel continues the oppression of Palestine. It just requires Israel to arrange their finances so that the US isn’t directly funding the detention of children etc.
Note that the last Israeli bombing campaign was accompanied by widespread incidents of Zionist mobs attacking Palestinians at random.
