They directed funding away from evidence-based programs and instead sent it to religious extremists.
Done right, it can attract other people, especially reporters. And that can increase awareness, and increase the political costs of beating, gassing, and/or mass-arresting protesters.
It’s an occasionally-useful accessory to disruptive protest. It is not particularly effective when deployed to the exclusion of direct action.
