Note that “inadequate to avoid worsening impacts” = millions of dead people, mostly poor and nonwhite. And that’s assuming they actually do cut 55%, which history suggests is not likely.
65% by 2030. That’s not something you can do with incremental reforms to the status quo. Even if incrementalism worked, the timeframe is insufficient.
