Is that strictly an American Boy Scout thing? I’ve never heard of it, and it seems contradictory to several of the tenets of Scouting.

It is rather blokey, though; it’s a long conversation between two middle-aged dudes, and IIRC women barely feature at all. I don’t recall it as being notably sexist, but I last read it about fifteen years ago.
This, I think, highlights the difference between police unions and other labour unions. Even if other unions don’t strike with each other, they encourage not crossing picket lines for non life-or-death reasons (even nurses on strike don’t blame someone who needs to use the ER, for example). Police will take a picket line apart if they are ordered to.

There is a Fatima Mansions song which calls the cops “a rich man’s militia”… entirely accurate.
