I mean, Yeltsin’s other thing was allowing the resources of a superpower to be stolen and asset stripped by an oligarch mafia, whilst appearing like a bumbling idiot, and the only reason he got re-elected was due to funding from said oligarchs and international interference in the elections, so I’m guessing the answer to that is very much yes.
