Because Republicans don’t care who they hurt. Dems do. “Stopping” Dems involved blocking government action completely - blocking funding the government, shutdowns, debt ceilings, etc. The reverse doesn’t work unless you are willing to hurt people to score political points. Dems, for the most part, aren’t.
