Not California, but maybe Texas? He very publicly left California for Texas in 2020, although he also stated that he was residence-less. He left to avoid CA taxes on income, so yeah, he’s definitely not a California resident.
The ideal would be that they only steal votes and so more seats go to Democrats. I doubt Musk is really serious though because he’s never serious about anything he tries. My guess is it’s a stunt to show Trump he still needs Musk’s support without giving money to any non-fascists, because heaven forbid he ever fund anything good.

Oh, sorry. I didn’t parse that correctly. Yes. Schwarzenegger met residency requirement for governor because he had a California address and filed CA state returns. There is no age or length of residency or a native-born citizenship requirement for the office of governor. We are pretty easy.

You know, it occurs to me that trying understand his motivations is more like ethology than psychology. Because nothing he says means anything. And so we’re left looking at behavior and trying to guess if he really meant to do something, or just wanted to seem like it, or even has a mind that understands the difference – since it’s not at all clear exactly how much he has any real concept of reality. It’s like trying to figure out a really stupid, obnoxious alien octopus.
Two elements really jump out:
the NHTSA had flagged something strange – something suspicious. In a separate report, it documented 16 cases in which Tesla vehicles crashed into stationary emergency vehicles. In each, autopilot disengaged “less than one second before impact” – far too little time for the driver to react. Critics warn that this behaviour could allow Tesla to argue in court that autopilot was not active at the moment of impact, potentially dodging responsibility.

I mean, if you wanted to kill your customers, this is what you’d do, but the reason why these disastrous, deliberate design decisions were made isn’t any better:
That’s Musk. He prefers the sleek look of Teslas without handles, so he accepts the risk to his customers. His thinking, it seems, goes something like this: at some point, the engineers will figure out a technical fix. The same logic applies to his grander vision of autonomous driving: because Musk wants to be first, he lets customers test his unfinished Autopilot system on public roads.
