He committed suicide and was considered deeply troubled, is probably why. And from reading the article, he wasnāt predatory. He wasnāt trying to force her to have sex with him. Iām guessing that in his mind, he was being his goofy-coked-up self.

Iām not one to dismiss harassment. I agree with @Lucy_Gothro that what is being described seems more like really adult teasing by someone who is manic/coked up than trying to control her through sex.
