I don’t think that’s not quite it. Epstein (and Trump) preyed on teenage girls – they were already adolescent or post-adolescent. So they have breasts and hips, but they’re inexperienced, easier to manipulate.
Factor in some of the other Trump weirdness – note his germophobia – and a “purity” fetish shows up. Women are a commodity to be served to them, and they want the “freshest” version of that commodity.

I’ve not be able to find in on the 'net (but I haven’t looked lately); does anyone here remember a highly-suggestive photo a guy took of his 10-year-old daughter, done up like something out of “Pretty Baby” (1978) and from around that time; it may’ve been the early '80s, but I do remember it from when I was in high school and I was graduated in 1982.
