It’s an actual car – though it’s a one-off. The tires are real.

These were Goodyear Neothene synthetic rubber tires, solid and translucent, and illuminated in – what else – gold. Goodyear was trying to make these tires happen then, starting from the idea that illuminated tires would improve safety on the road by maximizing the visibility in bad weather.

From what I understand, they caused many accidents because drivers of oncoming cars would get hypnotized.
