You can still buy the special aircraft grade marine ply for making flying boats. I recently bought half a sheet for $$$ as part of a project to build an ultralight small boat.
Let me put it like this; you’d better start off with a fantasy of being a billionaire, because those things are seriously expensive.
And slow. When my father returned from India after WW2 I believe it took about a week by flying boat.
