I think being in a public position of power, publicly denouncing what is wrong and what’s happening has more chances to be viewed by the public than resigning (which is a one-off action) and then being replaced by someone sympathetic to the regime.
Also, regarding to what we can do, I think you intelligence services wrote a manual about that.
