Given his track record (pun intended), they’d be better off avoiding his wrecking ball approach to construction projects. His team is likely to leave the situation worse than they found it due to kickbacks, sketchy contract conditions, and other money grab corporate entanglements it will take local government years to undo.
I think it has something to do with threats against family members, too. Those doing the intimidating know most people (even members of Congress) cannot afford round the clock private security. The regime has goons they can call who will repeat the kinds of actions taken against the Pelosi and Shapiro families. Combine that with the fear of losing their careers, power, money, and influence. They have to be willing to put all of that on the line.
