We were forever getting people from non-North American countries showing up at our reference desk on the third floor (North American style), and being very confused because they had been told to go to the second floor, which was a completely different department. I would always direct people by saying “One floor up” or “Two floors down”.

Probably? However, I’ve never had the occasion to find out.

When I lived in Japan they literally advertised their presence all over the place. Paradoxically, they were also cleverly designed for discrete comings and goings.

I was recently speaking to a technician from Otis (the elevator company), and he said his company has this problem internally: The hardware people consider the ground floor to be “1,” but the software people consider the ground floor to be “0.”

At least love hotels in Japan can have a very practical and non-sleazy purpose. With many people living in small spaces, it can be hard for couples living with families to get any private time together. The clever design is to avoid any awkwardness for customers or staff.
