The article doesn’t quite explain how it’s possible- It has happened because Finland uses Open-List Proportional Representation for its elections.

So the number of votes for a party determines how many seats the party gets, and the individual votes for party candidates determine the order in which they are ranked on the list.

This candidate is a member of a successful party, but didn’t get many individual votes, so he’s the last person elected from that party.
